At a high level, the PHN Cooperative recommended that:
- The Department conduct a comprehensive review and overhaul of the application and integration of levers, which considers the changing nature of community need and primary healthcare;
- Establish mechanisms the drive place-based modelling to meet targeted need; and
- Improve granularity of data to better target distribution mechanisms and incentives.
Alongside further detail on these, the PHN Cooperative suggested recommendations for the individual levers.
