It strongly supports Draft Recommendation 2.1 of the Report, which recommends that Governments should embed collaborative commissioning to address system fragmentation within care. It also supports the Report’s suggestion of an initial focus on requiring Local Hospital Networks and PHNs to collaborate through a joint governance framework under the National Health Reform Agreement.
The submission offers a regional perspective on addressing current barriers to joined up governance and funding arrangements to enable genuine collaboration.
