VTPHNA (2025): Response to Review of PHN Business Model

In 2023-24 the Australian National Audit Office conducted a performance audit of the effectiveness of the Department of Health and Aged Care’s performance management of PHNs. Subsequently, in 2024-25, the Department engaged Boston Consulting Group to conduct a review of the PHN business model.

This paper responds to six questions outlined in the review. It also poses three additional questions that ought to be considered:

  1. Is a meso level structure required for primary health and system integration across Australian health systems? and if so,
  2. What are the benefits of such a structure? and
  3. What are the factors or elements that should be considered in design of the structure and governance arrangements?

Paper 2 responds to these important questions.
