VTPHNA Festival of Ideas

The Victorian and Tasmanian PHN Alliance hosted a Festival of Ideas to explore innovative ideas of strategic significance that will realise a high performing primary care system in Victoria.

Senior leaders and executives from 26 leading statewide and national providers, peak organisations, and academic partners, came together to explore a question of a shared interest:

How can we further evolve our collective approach to realising high performing primary care across Victoria over the next 3 years?

No single individual or organisation can resolve the key structural constraints that impact our communities and perennial wicked issues necessitate a networked response. Throughout the day, participants outlined the merits of collaborative approaches to strengthening primary care systems. The PHNs framed the approach to high performing primary care as:

  • coordinated efforts focused on sector development to enable change
  • community engagement and health literacy
  • integrated care
  • accountable care
  • continuous quality improvement
  • risk stratification

Outcomes and ideas

An online deliberative process was hosted using the ‘Oursay’ platform in the lead up to the event. This elicited over 30 initial ideas and sparked some early debate among stakeholders. The outputs of which formed the basis for discussion at the Festival of Ideas.

From this, the emergent ideas that were proposed by participants included, but was not limited to:

  1. Establish a primary health outcomes framework mechanisms for measuring progress and change.
  2. Support efficient engagement models for primary care stakeholders
  3. Maximise opportunities to collaborate on population health planning and data management and utilisation
  4. Lead efforts in support of stratified risk assessment and management.
  5. Support the community and system transition to consumer directed care.
  6. Support strategy for information management and technology.

These ideas are being further defined by the VTPHNA and with nominated lead partners. These ideas will be converted into a resource for collective action, joint working with stakeholder and partners, and positive change.
